3E: what an AC 3-Tier Economy coach is like

AC 3-Tier Economy, booked as 3E, is a separate air-conditioned sleeper class with 83 berths in a coach where AC 3-Tier has 72. The Ministry of Railways set its fare 8 per cent below 3A when the class entered service on 6 September 2021. Linen is provided. It is the cheapest air-conditioned berth on the trains that carry one.

What is AC 3-Tier Economy, and is it just a cheap 3A?

It is a class of its own, not a discount applied to AC 3-Tier. It has its own booking code, its own quota, its own waiting list and its own fare table. Two tickets on the same train, one 3A and one 3E, are two different products.

The Ministry of Railways announced the class on 6 September 2021, when the first coach went into service on train number 02403, the Prayagraj–Jaipur Express. The release is specific about what changed: "The new AC Economy coach has 83 berths as compared to 72 berths in 3AC Coach. Also, the fare structure for this coach is 8% lesser than 3AC Coach." Rail Coach Factory, Kapurthala built the first fifty coaches.

The design changes the Ministry itself listed are worth reading, because they are the reason the class is not simply a squeeze:

The pattern in that table is the useful part. Everything that is a fixed charge is identical; only the distance-based fare differs. The 2015 refund rules put "air conditioned III-tier or III-economy or air conditioned chair car" in one band, so cancelling either costs the same. The 2013 revision of the reservation fee and the superfast supplementary charge lists "AC-3 Economy" and "AC-3 Tier" on separate lines with the same numbers. And when basic fares were rationalised with effect from 1 July 2025, the Ministry raised "AC Chair Car, AC 3-Tier/3-Economy, AC 2-Tier, and AC First/Executive Class" all by two paise per kilometre.

What happened to the 3E fare in 2022 and 2023?

For about four months the class effectively disappeared from your ticket. Railways merged the two fares in November 2022 and sold 3E berths at the AC 3-Tier price.

Commercial Circular No. 6 of 2023, dated 21 March 2023, undid that. It withdrew the unified AC 3-tier service instruction and restored the separate 3E fare with effect from 22 March 2023. Three lines from that circular matter to a passenger:

That last clause is the one people ask about most, and it is the reason the bedding answer below is a documented yes rather than a guess.

Do you get bedding in a 3E coach?

Yes, and it is included in the fare rather than sold separately. Commercial Circular 6 of 2023 kept the linen instruction for 3E coaches in force when it restored the separate fare.

The general rule sits with the zonal railways. South Eastern Railway's published bed-roll page states that "Railway provides bed-rolls in all classes of AC services for your comfortable journey without any extra charge for this facility", and that a bed roll of "one blanket, one pillow, 2 bed sheets and one face towel" is supplied free of cost to passengers travelling by AC First Class, AC 2-tier and AC 3-tier. Two caveats you should know before you rely on that page: it carries the note "Updated as per October 2015 Time Table" and a last-reviewed date of 13 October 2015, and it predates 3E entirely. We use it for the general AC provision, not for 3E specifically.

There is also a live exception. The booking site publishes a list of trains where linen service has restarted after being withdrawn during the pandemic, and tells passengers plainly that "For trains, which are not mentioned in the Table below, Linen services have not yet started" and to make their own arrangements. If bedding matters to you, check that list for your train number rather than assuming.

Which trains actually run a 3E coach, and how would we know?

We cannot tell you from our own timetable data, and we would rather say so than publish a list we cannot stand behind.

Here is exactly how we counted. The timetable feed this site is built from is a GTFS export, version 2026-08-30, and it holds 10,594 trains, 8,550 stations and 207,224 stop events. We queried the schema of every table in it. There is no column anywhere in that feed describing coach composition or class. A train row carries its number, name, type, origin, destination, times, distance, running days and reservation status — and nothing about which coaches are attached. So no count of "trains with a 3E coach" can honestly be produced from it. Of those 10,594 trains, 4,423 are classified as reservable through the reservation system; that is the largest true denominator we have, and it is the end of what our feed can say.

Rake composition does reach us, but from a different place: our live data provider returns it per train, one train at a time, and we hold only what a visitor has already asked for. On the day of writing our cache held rake composition for three trains — a Shatabdi, a Rajdhani and a Tejas Rajdhani — and none of the three carries a 3E coach. That is a sample of three, it proves nothing about the network, and we are not going to dress it up as a survey. The data sources page describes the feed, its known defects and what we cache.

If you need the answer for one specific train, the coach letter is the giveaway: a 3E coach is lettered M, by the circular quoted above. How coach numbering works explains where to look for it.

Does 3E have its own waiting list?

Yes, and this is the single most practical thing on this page.

Because 3E and 3A are separate classes with separate quotas, a train can be sold out in one while the other still has berths, and the two queues move at different speeds. If your 3A booking comes back waitlisted, check 3E on the same train before you give up on the date — and the reverse, because 3E is cheaper and often fills first on price-sensitive routes.

What your waiting-list code means explains the letters in front of the number, and why two queues on the same train move at different speeds. That page does not repeat what is here, and this page does not repeat it.

What does it cost you if you cancel?

The same as 3A. The Railway Passengers (Cancellation of Ticket and Refund of Fare) Rules, 2015 group "air conditioned III-tier or III-economy or air conditioned chair car" into one band, so a confirmed ticket cancelled more than forty-eight hours before scheduled departure costs a flat ₹180 per passenger in either class, then 25 per cent of the fare between 48 and 12 hours, and 50 per cent between 12 and four hours. Inside four hours there is no refund at all. The full picture, including waitlisted and RAC tickets, is on refunds and cancellation charges.

So is 3E worth booking?

If your alternative is Sleeper, yes, almost always: it is the cheapest way to get air conditioning and a berth on the same train, and the fittings in a 3E coach are newer than in most 3A coaches on the network.

If your alternative is 3A, it is a trade you should make with your eyes open. You are accepting eleven more people in the same length of coach — 83 against 72 — for a fare set eight per cent lower. On a single night that is a fair bargain. On a two-night journey, with the corridor busier and the queue for the toilets longer, many people would rather pay the difference. Sleeper or 3A works through the neighbouring decision, and the nine classes compared puts all of them in one table.

One thing no page can tell you is the money. Fares depend on distance, train type, the date you book and, on some services, dynamic pricing. How a train fare is built up explains the components; only the booking system can quote your journey.
